Last September at the Pro Walk Pro Bike Pro Place Conference in Pittsburgh, Secretary of Transportation Anthony Foxx announced that the USDOT is rolling out their “Safer People, Safer Streets” initiative over the next 18 months.

Case Study – TERRA Engineering Creates Competitive Traffic Data Mix

As a leader with over 20 years experience, TERRA Engineering is focused on providing a full spectrum of engineering services using effective and terra-engineering-logoinnovative processes. They wanted to implement a solution that could reduce labor costs and safely collect bicycle and pedestrian data, alongside vehicle volume and classification data. TERRA strives to obtain high customer service and accuracy standards with their innovative data collection methods. TERRA has office locations in Illinois, Missouri, and Wisconsin.

CHALLENGES

For projects that require traffic data collection, TERRA utilizes traditional counting equipment and manual counters for intersection counts and average daily traffic (ADT) counts. Both of these methods limit the results TERRA is able to obtain, specifically classifications for bicycle and pedestrian.

TERRA is often involved in the design of Complete Streets projects which incorporate all modes of transportation including vehicle, pedestrian, and bicycle traffic, providing a corridor to serve multip‐ urposes. Traditional counting equipment is costly due to the labor hours spent having field personnel collecting data on vehicle, pedestrian and bicycle usage. In order to meet their project requirements, TERRA requires a solution that will:

  • Collect traffic data such as intersection counts and road volume data with vehicle, bicycle and pedestrian classifications;
  • Allow for collection of additional useful data such as gaps in traffic;
  • Provide high data accuracy for all traffic studies, any time of day and during inclement weather;
  • Allow technicians to deploy equipment safely without entering the roadway or disrupting traffic;
  • Allow collection of data for longer, non-traditional periods of time up to several days at a time.

SOLUTION

In working on a Complete Streets planning and design process contract for the City of Peoria, Illinois, TERRA purchased Miovision’s Scout Video Collection Units for traffic data collection. They also rented units to increase their capacity for a larger study. Using the Scout unit allowed TERRA to collect additional user data at a reasonable cost and to provide their clients with additional data to study for planning.

Not only did the Scout units provide the data they needed, TERRA also decreased study lead time while increasing data accuracy, safety and profitability. After their first study, they adopted the Scout solution for their other traffic data collection projects including a large yearly ADT contract for the State of Illinois Department of Transportation (IDOT).

In 2011, TERRA began collecting Intersection Count data at intersections and extrapolating Road Volume data from the Intersection Count reports to satisfy the needs of the IDOT contract while providing additional data. The unique solution was very well received and as a result, the Miovision Platform adopted a Road Volume reporting feature for 24-hour Intersection Counts.

RESULTS

Bicycle and Pedestrian Counting Capabilities

TERRA is now able to collect bicycle and pedestrian data at intersections with sidewalk facilities by using the Scout unit. Many smaller municipalities are unable to collect this data on their own due to cost and lack of resources. This data is used for planning and design, specifically in school areas. Being able to collect this data allows TERRA to provide their clients with additional and valuable information at a reasonable cost.

Bicycle and Pedestrian information is used for planning and designing a solution which incorporates multi modal transportation within a corridor, but this data is often overlooked in the planning process even though it is an important piece of a Complete Street project.

TERRA now provides real and accurate data on all modes of transportation and has a video record of existing pedestrian and bicycle activity which exists in the corridor. This video record often proves to be beneficial when presenting findings to their clients and the general public.

 Decreased Traffic Data Collection Costs by 54%

Multiple cameras were rented to collect data at numerous sites simultaneously which eliminates the need for data balancing. In one project, 21 intersections were setup with Scout solutions over a three day period. Based on a study time of eight hours at each intersection, this resulted in a 75% reduction in field technician time alone, not including the additional time that would be required for post-processing data balancing.

Efficient Data Collection Process Decreases Lead Time by 20%

Traffic data collection setup is completed in 10-15 minutes by one technician at TERRA. The Scout solution is non-intrusive and setup is done safely on the road side without requiring the technician to enter the roadway. Data collection is scheduled on the unit and once completed, it is uploaded and processed by Miovision.

Within days, traffic study reports are available on Miovision’s traffic data management Platform. They are available in various industry standard reports along with a video record of the count. This process is executed by one technician and can be completed in 20% less time than manual efforts. In turn, this creates direct cost savings.

As a transportation consulting firm with 14 offices nationwide, Fehr & Peers’ core philosophy is to develop effective and innovative transportation solutions that improve communities. As they outsource their traffic data collection, they needed a solution that embodies and preserves this philosophy.  Just as important, they needed a solution that collected high quality data, provided vehicle/bicycle/pedestrian classifications, and had the ability to manage data across all 14 offices.

PROFILE

With 14 offices, Fehr & Peers works on many large scale projects involving transportation engineering, land use and transportation planning, traffic operations, forecasting, sustainability and bicycle and pedestrian planning. Their data collection requires numerous types of data including turning movement counts (TMCs) and vehicle volumes.

CHALLENGES

As a company that has existed since 1985, it was imperative for Fehr & Peers to utilize a solution that would stay true to their core philosophy while also supporting their large organizational structure and meeting the needs of their clients. They have projects and offices across the US and needed an effective method for data sharing as well as coordinating and managing traffic studies.

As it pertained to traffic data collection, Fehr & Peers has to complete traffic studies without compromising data turnaround time, cost or labour hours. Fehr & Peers also needed the ability to collect traffic data for longer periods of upwards of 24 hours, and at multiple locations simultaneously. Fehr & Peers required:

  • Data collection at any time of day and for prolonged periods;

SOLUTION

Fehr & Peers was introduced to Miovision’s Traffic Data On Demand solution at the Transportation Research Board (TRB) Annual Meeting. As an innovative industry leader, Fehr & Peers were Miovision’s first customer to utilize Traffic Data On Demand for their traffic studies and data collection.

By using Traffic Data On Demand for their TMC data collection projects, Fehr & Peers alleviated the challenges associated with managing multiple concurrent projects across widespread offices, and achieve their objectives of receiving accurate traffic data efficiently and met their project needs.

RESULTS

Decreased Study Turnaround Time – 60-80%

Prior to using Miovision, traffic data study turnaround time lasted several weeks, depending on the size of the project. A larger study would require about 5 weeks and a typical study about 2 weeks. By using Traffic Data On Demand, Fehr & Peers reduced the data turnaround time to just 4 days, cutting the project time by 60-80%. Receiving traffic data in a timely manner is critical to Fehr & Peers’ successful management of large engineering projects, of which data collection is only a small part. Drawn out traffic studies or receiving data late can have serious ramifications on budget and draw out project lead time.

Reduced Coordination and Management Time

Because Fehr & Peers outsources all of their traffic data collection, there is considerable time and effort spent on coordinating data collection and managing people. Larger projects require the vendor to provide more trained staff and sometimes additional individuals have to be flown to data collection locations.

Urban areas often have a higher population and therefore require 2-3 manual counters at each location due to the volume of traffic. In rural areas, additional time and cost is spent on travelling to the location and potentially spending the night depending on the duration of the traffic study.

Using Traffic Data On Demand eliminates this additional effort, and its associated costs. Fehr & Peers outline their traffic study request through the online Traffic Data On Demand portal, and the data collection is carried out by Miovision’s Partner Network.   The cost and effort of coordinating counters, travel and accommodations is eliminated. This saves time and budget, allowing Fehr & Peers to focus on other aspects of the project scope.

Decreased Costs for Traffic Data Collection – 50%

Previously, Fehr & Peers used data collection services where the prices would vary for each project depending on the project’s scope, location and volume. Studies in rural areas incurred additional costs for travel and possibly accommodations.

Traffic Data On Demand provides standardized pricing which allows Fehr & Peers to easily and consistently estimate their costs. Pricing is a set rate regardless of complexity and location of the traffic study. As the graph shows, using Traffic Data On Demand for a typical TMC intersection study instead of one data counter decreases labour costs for data collection by 15%. For a larger intersection that would normally require two counters, Traffic Data On Demand reduces costs by 35%. And for a large and complex intersection study that would typically require three counters, using Traffic Data On Demand decreases costs by 50%. These costs do not include the travel expenses that vendors require for visiting remote locations, a cost that is included in the standard Miovision pricing.

Added Value in Online Data Management and Web-Based Portal

Traffic Data On Demand allows clients to manage traffic data through Miovision’s data management portal, TrafficDataOnline.com (TDO).  Using TDO, Fehr & Peers can leverage the integrated map interface to plot and view studies, as well as share study data, across 14 offices that operate somewhat autonomously.  As some projects have the potential to overlap in location, the map interface provides a visual method to better coordinate study requests, saving time and streamlining productivity.  Traffic Data On Demand’s implementation is intuitive and offers Fehr & Peers the flexibility to efficiently manage the wide range of projects they are involved in. The ability to classify vehicles, include pedestrians and bicycles, summarize and export the data into different templates make reviewing and sharing data between projects and offices very easy.

By using TDO, Fehr & Peers now have the ability to review the intersection orientation designations and video for their traffic studies, make modifications to the data file, and summarize the findings. This has resulted in a shortened project schedule and less time in the field for data collection. With more accurate and reliable data, Fehr & Peers is able to make better informed decisions and provide their clients with meaningful recommendations.

Alfred Benesch & Company is an industry leader in transportation engineering and has completed thousands of projects throughout the United States. Benesch was seeking a technology that would expedite traffic studies, collect pedestrian counts and visually record traffic movements for auditing purposes. Ultimately, Benesch needed to improve data quality, accuracy and reliability while creating cost savings for the company and its clients.

PROFILE

Since 1946, Benesch has been specializing in civil and structural engineering services to clients in transportation and infrastructure development. Benesch designs complex highway interchanges, major river bridges, parking structures and structural systems for high- and low-rise buildings. The Company also conducts transportation inspections, and supervises interstate highway and railroad freight yard construction projects. Benesch has completed numerous transportation corridor studies that involved significant data collection.

Headquartered in Chicago, Illinois, Benesch operates 15 locations in nine states (Colorado, Illinois, Kansas, Michigan, Nebraska, Ohio, Pennsylvania, Tennessee and Wisconsin) and employs more than 400 people.

CHALLENGES

Like many engineering firms, Benesch manages multiple projects of varying scope. Traffic data collection is usually only one portion of a much larger project. Maximizing resources to ensure that data collection is on time is extremely important for meeting the timelines of a traffic engineering project. Being able to collect traffic data in less time with fewer personnel and budget demands also allows the company to recover resource time as a cost savings.
Several of Benesch’s data collection projects have required pedestrian counts. Having an automated solution would reduce the time it currently takes to complete manual data collection. Also, having the ability to collect traffic movements and pedestrian counts via video would provide an auditable record that could be reviewed for unusual traffic activity.

Benesch was looking for a solution that would:

SOLUTION

Benesch has completed a wide range of traffic engineering projects that require traffic data collection including corridor studies, which examine a network of several intersections, or a single intersection for a safety improvement project. Typically this entails a two-hour, morning/evening count and sometimes midday/peak period counts. Also collected are vehicle classification counts to determine the amount of cars and the amount and type of heavy trucks. Occasionally, pedestrian counts are completed, usually in conjunction with Safe Routes to School programs.

Only one person is required to deploy the Scout and it only takes a few minutes to set up and schedule traffic studies at the desired location. Since a traffic study typically requires multiple time periods in one day, an individual could set up several recordings on the Scout for one day, and then return to pick up the unit at the end of the day or even the next. Case Study – Ingebaires Decreases Traffic Study Costs by Nearly 70%

Ingebaires SLU was looking for a traffic data collection solution that would allow them to collect more data and have the capacity to service more clients while not being limited to working only in daytime hours or mild weather conditions. After investigating their options and current business environment, they needed an automated system that was non-intrusive and that would provide accurate data in various weather conditions and during the night.

PROFILE

Based in Vigo, Spain, Ingebaires SLU is a civil engineering consulting company which focuses on feasibility studies as well as projects related to environmental and sustainable mobility. They work on behalf of the public sector, both locally and regionally, and complete both turning movement count and roundabout studies annually. Their offices are located in Spain, Argentina and USA.

CHALLENGES

Ingebaires SLU needed a better traffic data collection solution in order to have the capacity to take on more clients and collect more data. Previously, Ingebaires SLU had used manual counting methods which consisted of using paper/pen to record data while making manual observations. Manual data collection was assessed to be either infeasible or impossible during nighttime and poor weather conditions, so data could only be collected between 8 am – 7 pm. Upon evaluation of various options in the marketplace, they decided they wanted to use a non-intrusive technology and disqualified the use of road tubes or radar as a result. The new solution required:
  • High data accuracy;
  • Automated data collection process that can collect data at night and during poor weather;

After determining their traffic data collection criteria, Ingebaires SLU found Miovision through online research and sought out customer reviews from two clients. Manual counting was a labour intensive process not only in counting traffic but also manually processing the results. Utilizing an automated system also allows for faster data processing while mitigating human error. This level of data accuracy is comparable to that of the Galician government and their data collection methods.

McClure Engineering manages a number of large projects which require traffic data collection. During peak periods, simultaneous projects can tie up their staff which draws out lead time for completing various traffic studies. As a result, they were looking for a traffic data collection solution that would free up company resources while providing timely and accurate traffic data.

PROFILE

McClure Engineering has been in business for over 50 years and provides a full spectrum of engineering services to municipal, county, state and private clients. They have 4 offices that span across Iowa and Missouri. Most of their traffic studies require turning movement counts, but they also collect origin-destination studies and daily traffic count data. They complete about a dozen studies annually.

CHALLENGES

Since McClure Engineering provides a full spectrum of engineering services, data collection is only a fraction of the project tasks. Previously, McClure Engineering used manual counting methods by two individuals which included a counting board or recording on paper. This was a timely process, and depending on the length of the study, could take up a staff member’s entire day. Staff members weren’t always available to complete studies during busy periods and as a result, the data collection could be delayed several weeks. As a result, McClure Engineering needed a solution that had the following:

  • Quick setup for traffic data collection;
  • Faster data/report turnaround time;
  • Accurate data that was cost effective to collect;
  • Automated reporting – no manual data entry into a report/spreadsheet

McClure Engineering evaluated Miovision and found that they were able to decrease staff time by 65%. The total setup and dis-assembly time was about 1/8 of the usual time commitment needed to complete a count manually. The Scout video collection units are fully automated and the only time requirement for data collection was the setup which could be done by one individual in a matter of minutes.

Automated Processing – Mitigated Human Error

Once the video was captured, it could be uploaded and processed through TrafficDataOnline.com (TDO). Reporting turnaround was a matter of days in comparison to a week or longer. Having an automated reporting function removed any need for manual data entry.

Reduced Costs – 36-45% in Savings

The study turnaround time was reduced by 65%, which in turn, decreased the cost of completing studies by approximately 36-45%. Using the Scout for a study at a single intersection would decrease costs by 36%. Savings increased dramatically to 45% for counts performed at two intersections on the same arterial.

TrafficDataOnline.com – One Centralized Data Location

TrafficDataOnline.com (TDO) is Miovision’s online traffic reporting and traffic data management software. This is used to upload and process video as well as to review completed reports. Having a video recording of the count allows for auditing or reviewing the data as well as sharing with clients. Previously, this was not possible from the manual counting process since there was no recorded information available. Once uploaded, the videos were available through TDO and able to be accessed at any time.

SUMMARY

Utilizing Miovision’s automated traffic data collection system helped to significantly alleviate staff resources and time in collecting data. It allowed for fast setup and turnaround time for the data collection. Also, having a record of the video allowed for the possibility of a data audit which was not possible through manual counting. McClure Engineering not only saved time, but costs associated with traffic data collection. The automated reports through TrafficDataOnline.com (TDO) were thorough and ensured that manual data entry was unnecessary. As a result, McClure Engineering was able to achieve:

Case Study – Gloucestershire County Council Cuts Traffic Survey Time by 85%

Gloucestershire-HighwaysInterested in improving and innovating  their traffic data collection methods, Gloucestershire County Council wanted to implement a lead edge system that would decrease the time required for staff to collect traffic data and improve turnaround time on getting data to the end user, directly impacting the cost structure and engineering efficacy.

PROFILE

Gloucestershire County Council (GCC) is located in South West England and has a population of approximately 600,000. Within the county, there are six districts: Cheltenham, Cotswold, Forest, Gloucester, Stroud, and Tewkesbury. On an annual basis, about 60-90 studies are conducted including Junction Counts and Link Counts.

CHALLENGES

GCC’s existing survey methods depended on custom built cameras that had a long and complicated setup and that were prone to malfunction during the recording process. Once the survey was complete the video would be mailed out to external contractors who analysed the footage, compiled the reports and sent the results back to GCC.

The process would break down again during larger projects and during peak surveying periods.  Deadlines would be missed and GCC staff wasted time chasing the analysis. GCC’s customers wouldn’t always receive their results by the required deadline and it became increasingly difficult to balance resources which impacted other projects.

GCC’s goal was to implement a new, fully automated process that would provide accurate data through innovative technology, and that would be easier to manage than their existing solution. Rationalising the survey process by switching to one technology platform would also provide gains over employing multiple contractors. The evaluation criteria were as follows:

  • Must provide accurate data and vehicle classifications (Car, LGV, OGV1, OGV2, Bus)
  • Employ standardised collection methodology without multiple contractors involved
  • Reduce overall data collection costs including staff counting, management hours and per count costs
  • Decrease turnaround time of study results

SOLUTION

Miovision’s Scout Video Collection Units were able to minimise setup time significantly and eliminate any technical failures that were previously experienced. Having “more robust and refined units”, as Duncan Jamieson from Gloucestershire County Council quoted, GCC became able to upload the footage directly and submit it immediately for processing.

This simple but effective technology decreased the total processing time by 85%. As a result of faster turnaround time, GCC is able to complete more surveys in a shorter amount of time. This is crucial for government organizations where budget cuts and decreased headcount are frequent operating environments. It furthermore enables departments to deliver a bigger survey program within a shorter timescale and at a lower cost than previously possible.

GCC saving 20% in direct costs means a saving on man hours and unnecessary contractor costs, and the easy to deploy cameras allowed GCC to allocate time to more value-added tasks such as completing more traffic surveys.

GCC was also able to take advantage of Miovision’s online web portal TrafficDataOnline.com (TDO), to store all of their data securely online and download their reports in a variety of industry standard formats. This allowed the Council to access their data at any time without having to refer back to the contractors who performed the analysis and TDO also offers the capability of data sharing with customers and stakeholders via the portal.

Figure 2 illustrates the significant decrease (85%) in study turnaround time.

Case Study – Missouri DOT doubles data collection with 84% less labor

As part of a regular data collection program, the Missouri Department of Transportation District Five had historically conducted between 60 – 75 Intersection and Roundabout Counts per year. In 2009, the district set a goal and made progress towards doubling the amount of counts to 130 – 140 per year. In early 2010, a statewide reduction in labor forces meant eliminating a part-time role whose primary responsibility was data collection, making it extremely difficult to meet their newly established goals.

PROFILE

Missouri DOT District Five is headquartered in Jefferson City, Missouri and is home to over 450,000 people and 205 traffic signals throughout 13 counties. The District is also home to four colleges, including the University of Missouri located in Columbia.

CHALLENGES

The district experienced a productivity loss of 1,000 labor hours as a result of losing their part-time employee. Three major challenges with the role elimination were:

  • Meeting the internal goal of doubling the amount of data collected in a count season with less people to perform the counts;
  • The district’s Traffic Technician was required to absorb the duties of the eliminated role, placing added strain on traffic data collection and ongoing engineering work;
  • Meeting the internal goal to increase data collected over weekends, holidays, and special events.

With these challenges considered, MoDOT District Five set an interim goal of performing 110 counts in 2010, with the objective to increase data collection year over year.

SOLUTION

MoDOT District Five purchased Miovision’s portable video data collection system to collect traffic data easily, quickly and with less people.

By using Miovision, the district could reduce the amount of labor needed for each count, thereby increasing the amount of data collected per year by a single person. Using Miovision saved MoDOT District Five over 1,400hrs of labor in 2010 and provided the District Traffic Engineer with a tool to collect more data in less time and meet the interim goal of performing 110 counts in 2010.

The reduction in labor hours dedicated to data collection combined with Miovision’s simple process of automating data collection and report generation resulted in a 33% cost savings of over $14,000 for the District in 2010. See Figure 2.

Miovision was found to be particularly cost effective for weekend, holiday and special event data collection. Equipment could be set-up during normal business hours and scheduled to automate data collection during what would previously have been overtime labor hours. In 2009/2010, MoDOT was able to collect 25 weekend and holiday counts with Miovision at a fraction of the cost to send someone to do them manually.

For example, on the Fourth of July Weekend 2010, MoDOT used Miovision to collect data at a major intersection in Jefferson City from Friday July 2nd to Monday July 5th. MoDOT eliminated much of the labor historically required for this type of count by deploying the Video Collection Unit a day prior to the holiday and programming the unit to automatically collect peak hour data over the following four days. The result was a 48% cost savings on this study. See Figure 3.

MoDOT District Five needed to mitigate the loss of data collection resources and meet a mandate to double the amount data collected. To help achieve their goal, MoDOT used Miovision to automate data collection and collect more data with fewer resources.

Case Study – Qk4 Engineers Automate Data Collection & Increase Profit by 40%

Qk4 is a multi-disciplinary engineering firm headquartered in Louisville, Kentucky with extensive experience in traffic counting. The company currently holds data collection contracts with multiple public transportation departments and private developers.

Scenario

QK4’s traffic engineering department is always looking for new technology that will increase productivity and provide added value for their clients and to their projects. Qk4’s most demanding count program is with Louisville Metro, which requires four 12hr TMC counts per week with car, heavy truck, pedestrian and bicycle classification. The 48hrs of weekly counting have historically been collected manually through the use of a Temp Agency.

Challenges

Specific focus was given to improving profit margin for the Louisville Metro contract. Qk4’s prerogative was to evaluate innovative technology products which could improve the traffic data collection segment of their business and boost the bottom line. New technology:

  • Must be accurate
  • Reduce overall data collection costs
  • Reduce the amount of time spent administering and managing counts
  • Preserve or improve on the simplicity of their current outsourcing process

Solution

Bringing data collection in house with Miovision’s automatic traffic data collection system enabled Qk4 to collect higher quality data at a lower cost. Miovision was also able to add extra value by providing a video record alongside traffic data reports to share with clients and visually audit irregular data.

For Qk4, study accuracy is hugely important. “We look at traffic data as the gospel,” quotes Qk4’s Director of Planning, Tom Springer, AICP, CEP. “Decisions about major public investments to the sum of hundreds of thousands of dollars are predicated on data.” To mitigate future LOS failure, current real-world data must be collected, and it must be accurate. Project Manager Jeremy Lukat, PE explains, “Traffic is unpredictable from year to year. Factors such as an economic downturn can significantly reduce the accuracy of simply applying a growth factor to historical data.” For example, an area hit with job loss will likely see a peak volume reduction rather than increase.

Implementing Miovision’s system brought data collection in-house at a significant cost savings, and also simplified the entire process, saving time, and consequently, saving money.

The duty of deploying Miovision’s Video Collection Unit and uploading video for analysis is shared by four people within the department, each team member taking a week with the unit at a time. “With four of us sharing the field deployment and video uploads, we are able to come together as a team and share what we learned while responding quickly to clients,” quotes Mr. Springer.

Conclusions

By bringing data collection in house for the Louisville Metro project, Qk4 met their challenges head-on. With Miovision’s system to automate traffic data collection, Qk4 can:

Case Study – Farmington gets more traffic data in less time

The City of Farmington (Pop. 43,412) has approximately 80 signals, which they count on a three-year rotation. Traffic data collection is done to review signal timings, and to honor requests from their MPO, Community Development Planners, Police Department, City Council and citizens. The city decided to update their traffic count program with Miovision to assist their Traffic Technician with the time-consuming, and increasingly difficult, task of manually counting cars and pedestrians.

Challenges

  • Manually collecting Turning Movement Counts prevented the Traffic Technician from spending time responding to requests and coordinating work orders for traffic control device work.
  • Farmington experiences the traffic volumes of a city twice its size, since it is a shopping destination and industrial hub for a large surrounding area.
  • Traffic volumes were becoming too high to accurately count by hand; some intersections have as many as 90,000 each day.

Farmington’s Business Case

Farmington assembled a business case which compared conducting 30 Turning Movement Counts, 6 hrs in length using Miovision versus the labor hours and costs associated with manual counting.

Using Miovision reduced time in the field by 66% (see Figure 1). Farmington’s Traffic Technician uses the extra time to more quickly administer work orders to install and maintain traffic control devices, and be more responsive to requests from City Council and citizens.

The overall costs of switching to Miovision created an 11% yearly savings (see Figure 2). Supported by Figure 1, the business case shows that Miovision significantly alleviates the city engineer’s workload as it applies to data collection while saving the city money.
