Miovision Grant Guide

In November of 2021, Congress passed what amounts to a generational investment in our nation’s infrastructure. Included in that legislation were numerous new programs that can be used by State and local governments to expand access, reduce carbon emissions, and improve equity by funding transit projects. Miovision has generated this grant guide for stakeholders to better understand the options that are available. This guide is not a definitive list of programs; however, we have included many of the programs that were designed to inspire and fund better transit in this country.

While traffic management is our business, safer and more reliable mobility is at the core of what we do. Many of these programs can be used to procure and utilize Miovision products (and we speak to that in this guide) but our purpose in developing this resource is to help the agencies we work with better understand the opportunities they have to make their transportation system better.

Formula Funding vs Competitive Grants

While many of these new programs come in the form of competitive grants, it is also important that a vast majority of Federal transportation funding goes to States, transit agencies, and local governments in the form of formula funds. IIJA significantly increased those formula funds and while this guide does not include references to those formula programs, we strongly urge all of our partners to understand and inquire as to how and if they can utilize formula funds for specific projects. Funding Available in FY 2025: ~$100 million
Grant Range: $1-4 million planning; $7-$15 million implementation
General Background: The SMART program provides grants for demonstration projects focused on smart city technologies to improve transportation efficiency and safety. Phase 1 includes planning funding, and phase 2 is implementation.
Match: 100% Federal
FY 2025 Anticipated Date of Funding Notice: May-July
Eligible Recipients: Phase I recipients
Use of Funding for Traffic Management: Funding can be used for traffic management at intersections, including intersection detection, V2X, ITS products, emergency vehicle/transit vehicle preemption.
Notes: FY 2025 Grants will only be for Phase 2 projects.

Funding Available in FY 2025: ~$1.5 billion
Grant Range: $3-$25 million
General Background: RAISE grants support planning and capital investments in surface transportation infrastructure, awarded for projects with significant local or regional impact.
Match: 80% Federal/20% non-Federal
FY 2025 Anticipated Date of Funding Notice: Feb-Apr
Eligible Recipients: State and local governments, MPOs, and transit agencies
Use of Funding for Traffic Management: Funding can be used for intersection management, including detection, V2X, ITS products, and vehicle preemption.
Notes: Total funding may increase due to the FY 2025 budget process.

Funding Available in FY 2025: ~$60 million
Grant Range: $3-$9 million
General Background: ATTAIN grants develop model deployment sites for large-scale installation of advanced transportation technologies to improve safety, efficiency, and system performance.
Match: 80% Federal/20% non-Federal
FY 2025 Anticipated Date of Funding Notice: Feb-Apr
Eligible Recipients: State and local governments, MPOs, and transit agencies
Use of Funding for Traffic Management: Funding can be used for all aspects of traffic management, including intersection detection, V2X, ITS products, and vehicle preemption.

Funding Available in FY 2025: ~$2.4 billion
Grant Range: $10-$50 million
General Background: INFRA funds projects that facilitate better freight movement and reduce traffic at key port and intermodal facilities.
Match: 60% Federal/40% non-Federal
FY 2025 Anticipated Date of Funding Notice: May-June
Eligible Recipients: State and local governments, MPOs, and port authorities
Use of Funding for Traffic Management: Funding can be used for traffic management, including intersection improvements along freight corridors.

Funding Available in FY 2025: ~$1.7 billion
Grant Range: $25-$100+ million
General Background: MEGA grants invest in large, complex projects that generate national or regional economic and mobility benefits.
Match: 80% Federal/20% non-Federal
FY 2025 Anticipated Date of Funding Notice: May-June
Eligible Recipients: State and local governments, MPOs, and transit agencies
Use of Funding for Traffic Management: Funding can be used to improve intersections and signalization for freight movement.

Funding Available in FY 2025: ~$1 billion
Grant Range: $1-$4 million planning; $3-$10 million implementation
General Background: SS4A grants provide funding to plan and implement vision zero safety action plans. Planning funds can be used for data gathering and demonstration programs.
Match: 80% Federal/20% non-Federal
FY 2025 Anticipated Date of Funding Notice: May-June
Eligible Recipients: Local governments, MPOs, and transit agencies
Use of Funding for Traffic Management: Funding can be used to improve intersection safety, such as pedestrian protection, delayed signal timing, and vehicle preemption.
Notes: Intersection improvements can be funded in both phase 1 (planning) and phase 2 (implementation).

Funding Available in FY 2025: ~$450 million
Grant Range: $1-$25 million
General Background: This grant program aims to improve surface transportation in rural areas, with projects focused on connectivity, safety, and mobility.
Match: 80% Federal/20% non-Federal
FY 2025 Anticipated Date of Funding Notice: May-June
Eligible Recipients: Local governments, MPOs, and transit agencies
Use of Funding for Traffic Management: Funding can be used for traffic management systems, including intersection detection, V2X, ITS products, and vehicle preemption.
Notes: Intersection improvements can be included in projects under $25 million or as part of larger projects.

Funding Available in FY 2025: $50 million
Grant Range: $10-$25 million
General Background: This program focuses on advancing multimodal solutions to congestion in metro areas with populations over 1 million.
Match: 80% Federal/20% non-Federal
FY 2025 Anticipated Date of Funding Notice: May-June
Eligible Recipients: States, local governments, MPOs, and transit agencies
Use of Funding for Traffic Management: Funding can be used for intersection traffic management, including signalization and ITS products.
Notes: Projects must have a minimum cost of $10 million.

Funding Available in FY 2025: ~$400 million
Grant Range: $1-$25 million
General Background: Capital projects to replace, rehabilitate, and purchase buses and related equipment or facilities, including low/no emission vehicles.
Match: 80% Federal/20% non-Federal
FY 2025 Anticipated Date of Funding Notice: Feb-Apr
Eligible Recipients: Transit Agencies
Use of Funding for Traffic Management: Funds can be used to implement transit vehicle preemption.

Funding Available in FY 2025: ~$1.1 billion
Grant Range: $1-$25 million
General Background: The Low-No Emission program provides funding for state and local governments to purchase zero-emission and low-emission transit buses and facilities.
Match: 80% Federal/20% non-Federal
FY 2025 Anticipated Date of Funding Notice: Feb-Apr
Eligible Recipients: Transit Agencies
Use of Funding for Traffic Management: Funding can be used for transit vehicle preemption on newly purchased low-no emission vehicles.
