En tant qu'expert international en ingénierie de la sécurité routière, le Dr Craig Milligan a réalisé plus de 600 études sur la sécurité des intersections, des audits de sécurité routière pour plus de 8 milliards de dollars de travaux d'infrastructure, des outils de hiérarchisation des réseaux de sécurité routière pour quatre agences routières, 10 directives techniques sur la sécurité routière et 30 articles de recherche sur la sécurité routière. Craig est l'ancien président du Comité permanent sur la sécurité routière de l'Association des transports du Canada et est actuellement membre du conseil d'administration et instructeur en audit de sécurité routière de la Fédération routière internationale. Craig a obtenu son doctorat en génie civil à l'Université du Manitoba, avec une spécialisation dans la prévision des performances en matière de sécurité routière.
