Miovision Grant Guide
In November of 2021, Congress passed what amounts to a generational investment in our nation’s infrastructure. Included in that legislation were numerous new programs that can be used by State and local governments to expand access, reduce carbon emissions, and improve equity by funding transit projects. Miovision has generated this grant guide for stakeholders to better understand the options that are available. This guide is not a definitive list of programs; however, we have included many of the programs that were designed to inspire and fund better transit in this country.
Formula Funding vs Competitive Grants
While many of these new programs come in the form of competitive grants, it is also important that a vast majority of Federal transportation funding goes to States, transit agencies, and local governments in the form of formula funds. IIJA significantly increased those formula funds and while this guide does not include references to those formula programs, we strongly urge all of our partners to understand and inquire as to how and if they can utilize formula funds for specific projects. Grant Range: $1-4 million planning; $7-$15 million implementation
General Background: The SMART program provides grants for demonstration projects focused on smart city technologies to improve transportation efficiency and safety. Phase 1 includes planning funding and phase 2 is implementation

Grant Range: $3-$9 million
General Background: ATTAIN is a competitive grant program for the development of model deployment sites for large scale installation and operation of advanced transportation technologies to improve safety, efficiency, system performance, and infrastructure return on investment.

General Background: The Mega program invests in large, complex projects that are difficult to fund by other means and are likely to generate national or regional economic, mobility, or safety benefits

Eligible Recipients: All units of State and local government, MPOs, transit agencies
Use of Funding for Traffic Management: Funding can be provided to improve intersections in a way that would facilitate better freight movement, this includes improved signalization and timing, V2X, ITS, and vehicle prioritization for freight movers
Notes: MEGA grants are typically large-scale projects, but improving intersections and signalization along key freight corridors could be an element of an agencies submission and one that would improve the chances of a project being selected. Safe Streets for All Grants
Grant Range: Planning Grants $1-$4 million; Implementation Grants $3-10 million
General Background: Safe Streets for All (SS4A) provide local and regional governments with funding to plan for and implement vision zero safety action plans. To receive implementation funding, an entity must have developed or be in the process of developing an approved safety action plan. Funding for planning can be used for data gathering and demonstration programs.

Eligible Recipients: All units of local governments, MPOs, and transit agencies
Use of Funding for Traffic Management: Funding can be provided to improve intersections in a way that would promote safety all of participants, including bicyclist and pedestrians including but not limited to: data gathering (vehicle, pedestrian, bicycle counts), delayed signal timing for pedestrian protection, V2X and ITS. Emergency and Transit Vehicle Preemption
Notes: Intersection improvements, including vehicle preemption can be funding in both phase 1 (planning) and phase 2 implementation

Rural Grant Program
Grant Range: $1-$25 million
General Background: Competitive grant program to “improve and expand the surface transportation” in rural areas, eligible projects include wide variety of highway and bridge projects that increase connectivity, improve safety, and facilitate the movement of goods and people. Projects must have a total cost of more than $25 million, but there is a 10% set-aside for projects that are less than $25 million including projects that enhance mobility
Match: 80% Federal/20% non-Federal
FY 2025 Anticipated Date of Funding Notice: May-June
Eligible Recipients: All units of local governments, MPOs, and transit agencies
Use of Funding for Traffic Management: Funding can be provided to implement all aspects of traffic management at the intersection including, but not limited to, intersection detection, intersection V2X, intersection ITS products, emergency vehicle/transit vehicle preemption.
Notes: Intersection improvements and signals can be a part of this program in 3 ways; projects less than $25 million can fall into the set-aside amount, a State or regional agency can look to do system wide improvements with a total project cost of $25 million, or signal improvements can be a part of a broader project submission

Congestion Relief Initiative
Grant Range: $10-$25 million
General Background: Program designed to advance innovative, integrated and multimodal solutions for congestion relief in congested metro areas. Funds projects that reduce congestion, optimize existing highway capacity and use of highway and transit systems. Only entities within an metro area of 1,000,000 or more may apply (the applying entity can be less than 1.0 million, but must be within an urban area of that size)
Match: 80% Federal/20% non-Federal
FY 2025 Anticipated Date of Funding Notice: May-June
Eligible Recipients: States, units of local governments, MPOs, and transit agencies
Use of Funding for Traffic Management: Funding can be provided to implement all aspects of traffic management at the intersection including, but not limited to, intersection detection, intersection V2X, intersection ITS products, emergency vehicle/transit vehicle preemption.
Notes: The minimum grant must be $10 million. Improved intersections, signalization can be a stand alone project if the project cost is at least $12.5 million. This program is designed and focused on use of TDM and ITS to address congestion and the projects that win will include region-wide solutions.

Congestion Mitigation & Air Quality Program (CMAQ)
Grant Range: $100,000-$15 million
General Background: The Congestion Mitigation and Air Quality Improvement Program (CMAQ) provides flexible funding for state and local governments to support transportation projects that help meet Clean Air Act requirements. Funding is available to reduce congestion and improve air quality in areas that do not meet the National Ambient Air Quality Standards for ozone, carbon monoxide, or particulate matter (nonattainment areas), as well as in former nonattainment areas that are now in compliance (maintenance areas).
Match: Varies, safety projects (including traffic signalization and V2X/V2V are 100% Federal; other projects 80% Federal/20% non-Federal
FY 2025 Anticipated Date of Funding Notice:
Eligible Recipients: States control formula and must spend the funding in areas that are in non-attainment or maintenance and must coordinate with the local MPO. States that do not have an area that is in non-attainment or maintenance can spend the money as if it were STBG funds.
Use of Funding for Traffic Management: Funding can be provided to implement all aspects of traffic management at the intersection including, but not limited to, intersection detection, intersection V2X, intersection ITS products, emergency vehicle/transit vehicle preemption.
Notes: CMAQ funding is determined through the planning process and an agency should contact their MPO or State DOT to discuss available funding

Surface Transportation Block Grant Program (STBG)
Grant Range: $100,000-$15 million
General Background: The Surface Transportation Block Grant Program (STBG) provides flexibility in State and local transportation decisions and provides flexible funding to best address State and local transportation needs.
Match: Varies, safety projects (including traffic signalization and V2X/V2V are 100% Federal; other projects 80% Federal/20% non-Federal
FY 2025 Anticipated Date of Funding Notice:
Eligible Recipients: States receive the funding and may use 45% of the funds for projects anywhere in the State. The program requires 55% of funds to be suballocated and spent on projects in urbanized areas based upon a formula.
Use of Funding for Traffic Management: Funding can be provided to implement all aspects of traffic management at the intersection including, but not limited to, intersection detection, intersection V2X, intersection ITS products, emergency vehicle/transit vehicle preemption.
Notes: STBG funding is determined through the planning process and an agency should contact their MPO or State DOT to discuss available funding.

Grant Range: $100,000-$5 million
General Background: The Carbon reduction program provides funds for projects designed to reduce carbon emissions from on-road highway sources.
Match: Varies, safety projects (including traffic signalization and V2X/V2V are 100% Federal; other projects 80% Federal/20% non-Federal.
FY 2025 Anticipated Date of Funding Notice:
Eligible Recipients: States receive the funding and may use 35% of the funds for projects anywhere in the State. The program requires 65% of funds to be suballocated and spent on projects in urbanized areas based upon a formula. Projects cannot be used to increase road capacity.
Use of Funding for Traffic Management: Funding can be provided to implement all aspects of traffic management at the intersection including, but not limited to, intersection detection, intersection V2X, intersection ITS products, emergency vehicle/transit vehicle preemption so long as the project can demonstrate a reduction in congestionor increased mode shift that leads to lower carbon emissions

Highway Safety Improvement Program (HSIP)
Grant Range: $100,000-$15 million
General Background: The Highway Safety Improvement Program provides funding to State DOTs to achieve a significant reduction in traffic fatalities and serious injuries on all public roads, including non-State-owned public roads and roads on tribal land. The HSIP requires a data-driven, strategic approach to improving highway safety on all public roads that focuses on performance. reduction program provides funds for projects designed to reduce carbon emissions from on-road highway sources.

FY 2025 Anticipated Date of Funding Notice:
Eligible Recipients: States receive control HSIP funding and coordinate with MPOs on project selection
Use of Funding for Traffic Management: Funding can be provided to implement all aspects of traffic management at the intersection including, but not limited to, intersection detection, intersection V2X, intersection ITS products, emergency vehicle/transit vehicle preemption so long as there is a safety element tied to the project.
Notes: HSIP funding is determined through the planning process and an agency should contact their MPO or State DOT to discuss available funding.

Grant Range: $1-$25 million
General Background: Capital projects to replace, rehabilitate and purchase buses, vans, and related equipment, and to construct bus-related facilities, including technological changes or innovations to modify low or no emission vehicles or facilities.

Eligible Recipients: Transit Agencies
Use of Funding for Traffic Management: Funding can be provided to implement transit vehicle preemption
Notes: Transit vehicles preemption is an eligible expense and can be included in an agency's submission as a stand-alone submission or as a part of a broader submission being made by the agency to procure busses.

Grant Range: $1-$25 million
General Background: The Low or No Emission competitive program provides funding to state and local governmental authorities for the purchase or lease of zero-emission and low-emission transit buses as well as acquisition, construction, and leasing of required supporting facilities.

FY 2025 Anticipated Date of Funding Notice: Feb-Apr
Eligible Recipients: Transit Agencies
Use of Funding for Traffic Management: Funding can be provided to implement transit vehicle preemption on newly purchased low-no emission vehicles
Notes: Transit vehicles preemption is an eligible expense and can be included in an agency's submission as a stand-alone submission or as a part of a broader submission being made by the agency to procure low-no busses. However, if an agency uses low-no funds for preemption, only low-no emission busses can be equipped with the technology using these funds.

Urban Area Grant Formula Funds (Section 5307 Grants)
Grant Range: $1-$25 million
General Background: The Urbanized Area Formula Grant Program, also known as 5307 grants provide formula funding to transit agencies for transit capital and operating assistance in urbanized areas and for transportation-related planning projects.
Match: 80% Federal/20% local
FY 2025 Anticipated Date of Funding Notice:
Eligible Recipients: Each urban area has a designated recipient who receives the region’s funding and disburses those funds to transit agencies in the urbanized area.
Use of Funding for Traffic Management: Funding can be utilized to provide transit vehicle pre-emption at intersections
Notes: Funding is predominantly used for capital projects. Some agencies may use a small portion of their funds for operating assistance. The amount funding each agency receives is based upon a formula that uses data from the national transit database. As a result, agencies may receive more or less funding year to year.

Grant Range: $1-$5 million
General Background: The Rural Area Formula Grant Program, also known as 5311 grants provide formula funding to transit agencies for transit capital and operating assistance in non-urbanized and rural areas.
Match: 80% Federal/20% local for capital projects -- 50%/50% for operating assistance

Eligible Recipients: Funding is provided to State DOTs for disbursement to rural transit agencies.

Notes: Transit vehicles preemption is an eligible expense and can be included in an agency's submission as a stand-alone submission or as a part of a broader submission being made by the agency to procure low-no busses. However, if an agency uses low-no funds for preemption, only low-no emission busses can be equipped with the technology using these funds.

General Background: The Urbanized Area Formula Grant Program, also known as 5307 grants provide formula funding to transit agencies for transit capital and operating assistance in urbanized areas and for transportation-related planning projects.

FY 2025 Anticipated Date of Funding Notice:
Eligible Recipients: Each urban area has a designated recipient who receives the region’s funding and disburses those funds to transit agencies in the urbanized area.
Use of Funding for Traffic Management: Funding can be utilized to provide transit vehicle pre-emption at intersections
Notes: Funding is predominantly used for capital projects. Some agencies may use a small portion of their funds for operating assistance. The amount funding each agency receives is based upon a formula that uses data from the national transit database. As a result, agencies may receive more or less funding year to year.
