New Grant Alert: FY25 Safe Streets and Roads for All (SS4A) Program

On March 28, 2025, the U.S. Department of Transportation (USDOT) released the Fiscal Year 2025 Notice of Funding Opportunity (NOFO) for the Safe Streets and Roads for All (SS4A) program. This grant opportunity is designed to support local, regional, and tribal governments in their efforts to improve roadway safety. 

The program focuses on reducing traffic-related fatalities and serious injuries through a combination of planning and implementation activities. Applicants can use this funding to develop comprehensive safety action plans or to execute strategies and projects that create safer transportation networks for all users, including pedestrians, cyclists, and drivers.

This notice marks the launch of the first grant program under the new Trump administration, setting the stage for significant funding opportunities. A total of $982 million is being made available for various planning and implementation grants aimed at supporting innovative projects and initiatives. 

What to Know 

These grants are intended to help organizations and communities achieve their goals by providing the resources necessary to plan, develop, and implement impactful programs. The notice, which can be found here, includes information about who can submit grants, eligible projects, and criteria for grant submissions. 

There were several changes made from last year’s notice, most prominently: 

  • There is only one deadline (June 26), as opposed to three
  • The cap for planning grants is now $5 million, as opposed to $10 million 
  • Rural areas will receive greater priority as will those projects which can deliver anticipated benefits for less funding 
  • Projects that include so-called “Road Diets” will not be funded. 

Smart intersections can play a critical role in planning, developing, and implementing a Safe Streets for All strategy. Digitized and smart intersections are eligible expenses under both the planning and implementation sections.

Implementation Grants

  • $580 million is available for Implementation Grants
  • Expected number of awards: 40 to 70
  • Expected funding range: $2,500,000 to $25,000,000

Demonstration Grants

  • $402,260,494 is available for Planning and Demonstration Grants
  • Expected number of awards: 400 to 700
  • Expected funding range: $100,000 to $5,000,000
  • Application Deadline: June 26, 2025, at 5:00 PM EDT
  • Pre-application eligibility review requests must be submitted for Implementation Grants by 5:00 PM (EDT) on May 9, 2025.
