An engineering evaluation found traffic conditions along a major roadway in Bellingham caused high stress for bicyclists. The increased safety risk, particularly for less experienced cyclists, created a critical gap in the active transportation network.
The approach
The city turned to Miovision’s Scout Plus® and Continuous Safety Monitoring (CSM) for turning movement counts (TMCs), near-miss analysis and conflict video clips to address safety challenges. This allowed Bellingham to proactively identify risks and evaluate the effectiveness of the new bike lane design, particularly at high-risk locations where right-turning vehicles interacted with cyclists.
Miovision’s Turning Movement Counts (TMCs) provided detailed insights into travel patterns and volume trends. Cameras recorded all modes of traffic— vehicles, pedestrians, and cyclists—over a 24-hour period at key intersections along Holly Street.
Results
Phase 1 results included a 33% increase in bicycle ridership, 87% bike lane utilization rate, enhanced pedestrian safety, identifying right-hook conflict hot spots through near-miss analysis, and informed design adjustments.
